      Hello,

      I am trying to obtain a copy of an article from the "Police Journal", published in May 1925, pages 20, 21. The article is entitled "THE NATIONS FINEST".
      The reason for obtaining this article is that one of the officers pictured in this article is most likely my great grandfather, Frank B. Kelly. He was one of the original 33 members of "The White House Police". I have a photocopy of the article, however, the quality is so poor, that I cannot discern the individual faces in the picture.

      History: A local ordinance, adopted September 20, 1803, provided for a Superintendent of Police appointed by the Mayor. An ordinance of October 13, 1804, authorized the Mayor to appoint as many as four constables or policemen for active duty during the daytime. An act of August 23, 1842 (5 Stat. 511), supplemented the day force by an "auxiliary watch" (night watch). An act of August 6, 1861 (12 Stat. 320), abolished the day force and night watch and created a centralized police district comprising the Corporations of Washington City and Georgetown and the County of Washington, governed by the Metropolitan Police Board (MPB). MPB abolished by an act of March 3, 1878 (20 Stat. 107), with functions transferred to the Board of Commissioners.

      The following appointments and changes
      have been made in the police department upon
      the recommendation of Maj. Moore.
      First-class officers raised, to the second class
      at a salary of $1,08O instead of $900 a year'97

      Killed a Mad Dog.

      Policeman Frank B. Kelly, of the Eighth precinct, yesterday killed a dog near the corner of Thirteenth street and Florida avenue that showed every symptom of rabies. The dog entered a house and was snapping at the occupants, then ran into the street, snapping at every one and frothing at the mouth. Kelly seized the animal by the tail, threw him into the air, and before he reached the ground the policeman's true pistol had ended its life.

      As the result of a number of petty thieveries which have happened at the Raleigh Hotel during recent weeks, Hughes A. Cole, a negro who has been employed as a bellman ther for seven years, was locked up at the First precinct station on suspicion.
      The arrest was brought about through a scheme arranged by Manager T. F. Talty, in which Officer Frank B. Kelly, of the Tenth precinct, figured as a principal.

      NEW WHITE HOUSE POLICE ORGANIZED

      Maj. Badinger Is in Charge of Bluecoats Guarding the President.

      The actual transfer of the officers and privates of the Metropolitan police force doing duty in and about the White House to the newly created White House police force went into effect yesterday.

      The change, which relieves the District of the responsibility and its share of the expense of guarding the executive's home and office and the nearly twenty acres of surrounding grounds, was made without any formal ceremony and without any hitch in the routine work. The officers and men, in groups and individually, after formally resigning from the Metropolitan force, were duly sworn in to the new force by Nelson P. Webster, financial clerk of the White House.

      At 6 o'clock last evening, in the presence of a brilliant gathering of their friends at Saint Paul's Church, Miss Carrie Rout and Mr. Frank B. Kelly were married by Rev. Father Foley, assisted by the Rev. Fathers Hannan and Mackin. The bridal procession was headed by the ushers, Messrs. John J. Purcell, Fred Mcintyre and Thos. and Wm. Rout. Mr. Thos. Rout attended the groom as best man. The bridesmaids were Miss Margagret Kelly and Miss Lulu Rout, who were daintilly attired in organdie over silk and carried bouquets of La France Roses. The bride wore a graceful costume of white organdie over white taffeta silk, and carried bride roses. Throughout the ceremony the music was softly played, breaking finally into a triumphant wedding march, as the newly married couple turned to leave the church. After the ceremony a reception was held at the residence of the bride's parents, No. 1121 V. Street, where a sumptuous wedding supper was served and the wedding presents, which were both numerous and costly, displayed. Mr. and Mrs. Kelly left on the 10 o'clock train for a trip north. On their return,they will be home to their friends at their beautiful new home, 2006 12th street.
